It is completely optional as you can make eyeshadow using only mica as a color. Iron oxides come in limited colors and are more difficult to work with than mica but will give you a matte color.
By adding oxides to the base and grinding you will achieve two things: 1. You will grind oxides to even smaller particles which will feel smooth on the skin; 2. You will mix oxides with the base allowing them to evenly color the base and show the full color.
When working with iron oxides, make sure you take your time to grind them well, otherwise your eyeshadow may feel gritty and look streaky on application.
So if you want to add mica, add after the grinding process. Or should they be dry and then you add the liquid? And by liquid I mean preservative liquid or coconut oil.
